Oklahoma Beer Alliance is an industry trade group comprised of beer distributors that support the modernization and standardization of alcohol laws in Oklahoma. The organization put together a Q& A to explain the changes to state liquor laws Senate Bill 1928 and House Bill 1349, which expand alcohol-related rules. SB 1928 went into effect in May, and HB 1349 takes effect July 1.
Who can provide curbside alcohol service and what kind of alcohol is included? SB 1928 allows liquor stores, restaurants, bars and clubs, grocery and convenience stores, and small brewers and small-farm wineries to sell curbside alcoholic beverages, but different license types determine what specific items can be sold curbside. Liquor stores, which are the only retail spirit licensees, can provide beer, wine and spirits in sealed original containers, in addition to nonalcoholic products. Small brewers and small-farm wineries can provide alcoholic beverages they produced in sealed original containers.
Those with retail beer, retail wine, mixed beverage, or caterer/mixed beverage licenses can only provide closed packages of beer and wine.

When you cross state lines, the shipment of alcohol becomes more difficult. That its because you now must meet the requirements and regulations in both the state youre shipping from and the state youre shipping to.
There is a loophole that helps consumers ship beer, liquor, and wine to other states if that other state permits the shipment of alcohol to consumers. Alcohol Delivery Curbside Pickup Becomes Oklahoma Law

Some Oklahoma businesses will be allowed to continue delivering beer, wine and spirits under a new law.
State legislators and Gov. Kevin Stitt have made permanent rules that allow restaurants, liquor stores and grocery stores to offer curbside sales or home deliveries of sealed alcoholic beverages.
Senate Bill 1928, which became law Thursday, makes permanent relaxed rules the ABLE Commission implemented in light of the coronavirus pandemic.
“Something we found out during this crisis is curbside delivery of alcohol, the world didnt end,” said Senate Pro Tem Greg Treat, R-Oklahoma City.
Businesses that hold a retail spirit license will be allowed to continue delivery and curbside pickup of sealed alcohol. Restaurants and bars that hold the proper liquor license also will be able to continue delivery and curbside pickup.
Only employees of those businesses will be allowed to deliver spirits, wine or beer. Such deliveries cannot be done through a third party company, like Postmates or DoorDash.
Breweries and small farm wineries will only be allowed to do curbside service.

When you visit your local Walmart, grocery store, gas station or convenience store youve likely seen differences there, too.
- The beer choices are different since they include beers with up to 9 percent alcohol.
- Wine up to 15 percent alcohol can be stocked on shelves for sale.
- Sales of wine and beer are allowed from 7 a.m. until 2 a.m.
- Cashiers handling the wine and beer must be at least 18 years old.
How To Ship Wine: General Overview
First of all, the most important thing to keep in mind is that its illegal for one individual to ship any amount of wine to another person through the mail in the United States, regardless of where you live or whether you try the U.S. Postal Service, UPS, or FedEx.
That doesnt mean you cant send wine to someone but you cant just stuff it in a box and slap a few stamps on it. Unless youre willing to take a big risk and break the law, to ship wine you need to buy it from a company whos certified to deliver it. The good news is, plenty of companies are licensed to ship wine to most states.

Oklahoma Oks Dtc Wine Shipping Applications In Advance Of 10/1 Start Date
The long wait for Oklahoma DTC wine shipping is nearly over. On October 1st, 2018, Oklahoma will be the 45th state to allow direct shipments of wine to consumers. Wineries that want to hit the ground running on October 1st can now apply, as the Oklahoma ABLE Commission just released the Direct Wine Shipper Permit Application on their website.
