The Giant Eagle Market District in Robinson becomes the first store in the state to offer direct-to-consumer wine sales.

Today, Pittsburgh-based Giant Eagle became the first grocer in the state to take advantage of the changes enacted by the sweeping liquor-reform measure Act 39, which was signed by Gov. Tom Wolf in early June.

I bet Im not the only one here who thought this day would never come. This is a historic moment, and Im absolutely delighted to be part of it, said Giant Eagle CEO Laura Karet at a press conference this morning at the Market District in Robinson Twp.

That store is first location in the state that isnt a state-run Fine Wines and Good Spirits store to offer general-purchase wine sales. It currently is the only branch of the chain to do so, though that is expected to change over the next few weeks.

Weve been talking about moving Pennsylvania into the 21st century with respect to the sale of wine and spirits, and this is a significant move toward a private sector model here in the Commonwealth of Pennsylvania with the sale of wine at Giant Eagle, said House Speaker Mike Turzai at the press conference.

The selection at the Robinson store currently is fairly limited, with 67 unique wine labels, tilting almost entirely toward budget-conscious, mass-market brands.

Buying Liquor Online In Pa Expected To Become A Little Easier In Coming Days As Capacity To Fill Orders Expands

The Pennsylvania Liquor Control Board has fulfilled nearly half of the online orders, like this one, in the last two weeks that it shipped out in 12 months during 2018-19.

The COVID-19 pandemic has given rise to a number of new problems that Pennsylvanians never anticipated facing with access to liquor being among them.

The Pennsylvania Liquor Control Board isnt oblivious to the high demand for the products exclusively sold in its stores until March 17 when those and many other retail outlets were ordered to close by Gov. Tom Wolf.

Since then, the PLCB has been working to find a way to increase access to a limited variety of wine and spirits through its Fine Wine & Good Spirits website that visitors have found is sporadically open for business and able to accept an online order.

The proof is in the numbers. Agency spokeswoman Elizabeth Brassell said the agency has increased its capacity from being able to accept 700 orders a day on April 1, the first day it reopened as a fully online operation, to now about 1,800.

Were building capacity day by day as new facilities come on to support fulfillment operations, with additional detail on facilities and order capacity available in coming days, as operations stabilize, she said.

Fulfillment centers, which are places that fill online orders for wine and spirits, now include some liquor stores which are not open to the public and licensee service centers, where restaurants and bars typically went to fill their orders.

Several paragraphs in the law are beneficial to the beer trade. The brewpub license has been extended. It now allows for serving PA wine and PA distilled spirits for on-site consumption.

The law also creates the PA Malt and Brewed Beverages Industry Promotion Board, which will oversee 1 Million dollars in annual grants. This is welcome new funds aimed at promoting local brewing. It will not take long before PR firms jump on this upcoming new revenue stream.

For breweries, there is also a tax credit for capital expenditures, up to $200k annually. The combination of tax credit and the grant is a smart combination that will help build our vibrant brewing culture.

Nevertheless, there are provisions in this Bill that significantly benefit beer wholesalers and have a drastic effect on franchise laws in the Commonwealth of Pennsylvania that could lead to the ultimate demise of many small breweries.

Recent Efforts To Push Last Call

Even before the pandemic, legislators in Pennsylvania and other states from both sides of the aisle have tried to push last call.

Rep. Jordan Harris, D-Philadelphia, tried to extend last call to 4 a.m. in Pennsylvania, but a 2015 measure failed.

In February, The Detroit News reported a Republican representative in Michigan tried to extend last call from 2 a.m. to 4 a.m., arguing theres a market for late-night alcohol sales and it would benefit those that work outside a 9-to-5 schedule.

In 2019, lawmakers in California tried to push a last call bill for 10 cities: Sacramento, San Francisco, Oakland, Los Angeles, West Hollywood, Long Beach, Coachella, Cathedral City, Fresno and Palm Springs, according to a report from CBS Sacramento. Gov. Edmund G. Brown Jr. vetoed it saying, I believe we have enough mischief from midnight to 2 without adding two more hours of mayhem.

And in 2014, a Democrat in Delaware tried to push the states last call from 1 a.m. to 2 a.m., but it also failed.
