Mississippi voters may see a resurgence of booze wars. The distribution of wine and liquor in the state is managed by a single state-run warehouse. Grocery stores can sell beer and light wine with less than 5% ABV in their stores, but full-service liquor stores, which can sell wine, must have a separate entrance. The owner of a grocery store that wants to sell alcohol must get a license from the state department of revenue.

In August 2014, the Mississippi Department of Revenue issued licenses to 33 grocery stores across the state. Each store could sell up to $500,000 worth of alcohol annually. Groceries are the largest retail category after restaurants for selling alcohol. There are about 150 grocery stores in Mississippi.

Beer is sold in quantities of six packs or cases. A case contains two dozen bottles or cans of beer. Wine is usually sold by the glass or bottle. Light wines include white zinfandel, sauvignon blanc, and chardonnay. Full-strength wines include red zinfandel, merlot, cabernet sauvignon, and blackberry wine. JACKSON, Miss. The Mississippi House is working on a proposal to phase out the state income tax, reduce the sales tax on groceries and increase the sales tax on many other items.

The House Ways and Means Committee on Tuesday passed the first version of the proposal, House Bill 531. The bill will move to the full House for more debate.

Republican House Speaker Philip Gunn has said eliminating the income tax is his priority this legislative session because he believes the change will make Mississippi more competitive with states such as Texas, Florida and Tennessee that don’t tax income.

The House proposal would reduce the grocery tax from 7% to 4%. The change would happen over six years, beginning this July.

The proposal would also increase several taxes from 7% to 8.5% an increase of more than 21% in that rate. That would include the general sales tax the sales tax on alcohol and the tax on music, games, cellphone ring tones and other products delivered electronically.
