Protect Your Wine Collection

If you have graduated from wine drinker to wine collector, you need to protect your liquid investments. Building a good wine cellar is important, but in PA, its also important to keep your original receipts. State wine law requires Pennsylvania citizens to prove that wine was purchased in-state, whether it was at a Wine & Spirits store or a private wine shop. If you cant, they have the right to impose hefty fines and confiscate the wine. This is an improbable scenario, but it has happened.

The Pennsylvania Liquor Control Board is an independent government agency that manages the beverage alcohol industry in Pennsylvania by administering the Pennsylvania Liquor Code. It is responsible for licensing the possession, sale, storage, transportation, importation and manufacture of wine, spirits and malt or brewed beverages in the commonwealth, as well as operating a system of liquor distribution and providing education about the harmful effects of underage and dangerous drinking.

Programs To Deter Underage Drinking

The PLCB Bureau of Alcohol Education provides educational material to youth, legal consumers and beverage alcohol servers. This includes RAMP , which is directed at establishments selling alcoholic beverages.

The PLCB policy of “zero tolerance” for sales to minors and intoxicated individuals has resulted in store employees challenging, or “carding,” those who appear to be underage. Store employees can also require a customer to fill out a form attesting to his/her age before the sale is completed. This policy and effective implementation are considered to be an excellent deterrent to underage drinking in Pennsylvania. According to the PLCB Fiscal Year 2014â15 Annual Report, Fine Wine & Good Spirits store employees conducted more than 1.3 million ID checks during the 2014 calendar year.

The Bureau of Alcohol Education annually awards approximately $1 million in grants to reduce underage and dangerous drinking to colleges and universities, community organizations, law enforcement departments, and high schools. Those same groups send representatives to an annual Alcohol Education conference for prevention professionals in Pennsylvania. Another annual event is the Alcohol Awareness Poster Contest for students in kindergarten through 12th grade.

Now Open: A Philadelphia Location

The Reading Terminal Market has announced its newest full-time merchant, Pennsylvania Libations Philadelphia. The Pittsburgh-based wine and spirits shop, Pennsylvania Libations, will open its third location and first in Philadelphia inside Reading Terminal selling Pennsylvania-made wine, spirits, and cider. Owner Christian Simmons has tapped Philadelphia native Arthur Etchells, founder of Philadelphia magazines Foobooz, as general manager of the new store.

Plan To End Pennsylvanias State

An effort to eliminate Pennsylvanias state-run liquor monopoly through a constitutional amendment is already running into roadblocks, even before the question is on the ballot.

State Rep. Natalie Mihalek, a Republican from Allegheny County, is preparing a constitutional amendment to privatize the states liquor system. Her belief is that the convenience of private operation of liquor sales far outweighs the state monopoly that has been the way Pennsylvania has handled liquor sales for decades.

Pennsylvania is one of only two states that has a state-run liquor system and there have been numerous attempts to change that, including as recently as 2015 when a bill made it to Governor Tom Wolfs desk before being rejected.

State Senators Anthony Williams and Tina Tartaglione, both Democrats, went to a liquor store in Philadelphias Grays Ferry neighborhood Tuesday morning to speak out against the proposal along with members of the union that represents the workers in the facilities, who number about 5,000 statewide.

Senator Williams said the change could put thousands of people out of good-paying jobs with benefits and pensions, and he plans to fight the proposal. He questioned the reasons for ending the liquor monopoly when it returned over $800 million in profits in the past fiscal year to the state.

Just because you see a wine earned 92 points, that doesnt mean its a great bottle of wine. For starters, not all ratings are considered equal. The top dogs in this field are Wine Spectator, Vinous, and Wine Advocate. In Pennsylvania, the Wine School publishes great wine ratings in our newsletter. However, plenty of outfits will sell a high rating for a few dollars and a free bottle of wine.

The other problem is often one of neglect. There are thousands of bottles of wine in a shop, and vintages change, and its very possible no one noticed. Make sure the ratings you are reading about are for the wine you are looking at. We have seen ratings quoted for wines that were from five vintages ago. We have also seen ratings for the wrong wines, as well.

This program was started by our friend and former PLCB Chairman Jonathan Newman. The program exploited the oversupply of wine on the wholesale market. By purchasing entire inventories of wine, his team could negotiate huge deals. In those years, the deals were often quite good. These days, the discounts are less reliable and are often matched by wine shops in the free market . The program is still an excellent way to purchase wine, but it is less reliable.

A University Approved Supplier Of Wine And Spirits

Specialized Wine & Spirits is a University approved supplier of wine and spirits effective October 5, 2017. In additional to wine and spirits, University staff may purchase wines and spirits for consumption at approved on-campus University events and local dinners. Alcohol may not be purchased for resale, except by those University entities holding valid Pennsylvania liquor licenses. Wine/spirits purchases are NOT exempt from Pennsylvania sales tax.

For events outside Pennsylvania, the liquor laws of the state where the event is held will govern. In all cases, the alcohol must be used in accordance with the University Alcohol Policy.

Wine merchants calculated those discounts with the Suggested Retail Price, which is often not the actual retail price. Before you buy, check out the average US price on a database like winesearcher.com. Sometimes, you are only saving a dollar or two.

As a rule, the profit margin for a retail wine shop is around 30%, so any more than a 20% discount is probably accounting fiction.
